Professionally, I program accounting software. Personally, I am a South Natomas resident who enjoys nearby parks, including Discovery Park. I count my many Sacramento County blessings each day. However, under Supervisor Serna's leadership, my living environment has become increasingly stressful. (Video)

Of freeze, flee, or fight, I am choosing fight. In a democracy, fight means to unite like-minded constituents to petition our representative to redress our grievances. My grievances to Supervisor Serna about Aftershock's noise pollution were ignored. Moreover, the deeper I investigate, the more Supervisor Serna's low ethical standards appear. Therefore, I am compelled to run for County Supervisor.

Sacramento is the capital city of the 4th largest economy in the world. Our county government should be the model local democracy in the country.

My name is Tim Riley. For 20 years, I worked from my home in Sacramento programming the research databases at the Everglades National Park near Miami.

To understand something requires you to measure it. Researchers measure the many characteristics of the Everglades. My databases output into the algorithms necessary to make quality decisions.

In 2002, I enrolled in Sac. State's accounting school. To learn accounting, I transcribed the textbooks into formulas. That became a math book. One relevant chapter models governmental accounting.

So, as a Supervisor, I will bring quality decision making and quality accounting to Sacramento County's institutions.

I propose Sacramento County builds three educational buildings.

Sacramento Dorms will be a 5,000 room homeless dormitory.

We need a 5,000 cell bigger jail.

Both buildings will have study materials, study halls, and tutors.

We need Sacramento Community College having free tuition.

Of course, to build, manage, staff, supply, and maintain three big buildings, located downtown, will be expensive. It's now a pipe dream. So, I dissected the county budget and posted a funding path at timriley.net.

As you can see, I value nature, humanity, protection, and education.

In my 65 years, I've developed two important skills:

1. I can articulate context and nuance.
2. I am not a group thinker. Instead, I'm a critical thinker. You don't want a representative who joins the group-think of the Supervisor culture. Instead, you want a critical thinker who will transform the culture to value education.
